The Parole Board has released its reasons for keeping Stewart Murray Wilson - the Beast of Blenheim - behind bars, but says he will be out of jail when his sentence ends in five months.
Wilson raped, assaulted and cruelly dominated dozens of women and girls over two decades before being convicted in 1996.
His latest attempt for an early release has been declined under section 107 of the Parole Act, so will be released on September 1 amid grave fears he will reoffend.
"The Parole Board cannot keep him in jail any longer," a board spokeswoman said.
In giving its reasons for declining release, the board said "in our view, the personal factors uniquely applying to this offender point to the strong likelihood of further similar sexually deviant behaviour occurring as soon as he has the opportunity to engage in it."
A psychological report dated September 6 last year noted his "potential to re-offend".
As a result the board was satisfied that Wilson continued to meet the threshold test set to be detained under section 107.
"We take into account in particular the nature and extent of his offending and his ability to avoid detection together with his denial of responsibility for his offending, his unwillingness to engage in any treatment for his offending and his unwillingness to disclose his release plans or cooperate in developing any protective measures.
"We think particularly ominous his comment reported by [Withheld] when he was asked about contact with children under the age of 16, saying 'I don't give a stuff about that'."

Stewart Murray Wilson (born 11 December 1946), known as the Beast of Blenheim, is a notorious criminal[1] from Blenheim, New Zealand. He is currently in Rolleston Prison.

As a teenager Wilson was convicted on burglary charges and a patient at Cherry Farm psychiatric hospital in Dunedin, allegedly in relation to brain damage affecting his self-control.[2]

In 1996 Wilson was sentenced to 21 years imprisonment for sexual offending against 16 women and girls over approximately 25 years,[3] his convictions include rape, attempted rape, indecent assault, stupefying, wilful ill-treatment of a child, and bestiality.[4] Despite repeated appearances before the parole board since September 2006[5] he has not been released due to his unrepentant behaviour, unwillingness to engage with treatment options and his assessed high/acute risk of reoffending.[6][7]

Wilson has formed a long-term relationship while in prison,[8] a parole board hearing revealed his nominated support person was "serving a community-based sentence and ha[d] a history of mental disability."[9]

Wilson has consistently refused to provide a DNA sample in relation to the murder of Teresa Cormack.[10]
