Stewart Murray Wilson was born 11 December 1946,[1][2] He had a difficult childhood and as a teenager was hospitalised for long periods [3]in psychiatric institutions including Cherry Farm Hospital in Dunedin.[4] As a teenager he was convicted on burglary charges.[4] Prior to the 1990s he also had convictions for assault on females, living off the earnings of a prostitute, and assault on a child.[3]He is currently in Rolleston Prison which contains prisoners assessed as being of minimal risk to the public.

In 1995 Wilson was found guilty of sexual offending against 16 female victims[5] over 25 years from 1972 to December 1994, when he was arrested.[6] The guilty verdicts were for seven charges of rape, one of attempted rape, six of indecent assault, two of stupefying, one of attempted stupefying, two of wilful ill-treatment of a child, three of assault on a female, and one of bestiality.[3] Many of the charges were laid representatively.[3] One of the offences was the rape of his 13 or 14 year-old step-daughter in front of her mother.[3] One of the indecent assaults was of a girl under the age of 16.[3] In March 1996 Wilson was sentenced to 21 years imprisonment.[3][5] The judge said that he would have given a sentence of preventive detention, except that it was not available for the offences committed when they were.[3]

Despite repeated appearances before the parole board since September 2006[7] he has not been released due to his unrepentant behaviour, unwillingness to engage with treatment options and his assessed high/acute risk of reoffending.[1][2]

Release from prison

Wilson has been in prison for the last 18 years. He has appeared before the Parole Board a number of times but every application for early release has been denied. Nevertheless he is due to be released on his statutory release date of 1 September 2012.[3] Prior to establishing his release conditions, the parole board was told by clinical psychologist, Jane Freeman-Brown, that Wilson was at high risk of reoffending. However she did not interview him before writing her report, relying instead on information from his prison file file.[10] Nevertheless, the Parole Board imposed 17 release conditions on Wilson the first of which requires him to live in a state house on Whanganui Prison land.

This decision caused an outcry from the citizens of Wanganui led by the former mayor and controversial broadcaster, Michael Laws. The Wanganui District Council even filed proceedings with the High Court to try and prevent Wilson being sent to Wanganui.[11] Professor Tony Ward of Victoria University said it was irresponsible for local body politicians to ramp up public fear of Murray Wilson. Professor Ward is a clinical psychologist with expertise in sexual offenders and their rehabilitation. He said that given Mr Wilson's age he was unlikely to reoffend as "The reoffending rate for very high risk people over 60 is about six per cent."[12]
