The Double Shield Initiative (DSI), that has ran on Telegram since 2021; Ran by over 100 independent communities who's goal is using the bare minimum ethical standards against abuse. DSI badge groups are not all ran under ONE person, but independently ran with other individuals that provide group wide sanctions (or blacklists) to prevent bad actors from joining their groups.
