Rewrite to actually follow MOS:BQ and the RfC, and to highlight COPYVIO, CITE and other points. Herostratus's change to this text made it say the opposite of what consensus actually is (for typical quotes, use {{Quote}}), and the description was that of pull quotes (which WP deprecates – the entire point of the RfC!), not block quotations. Argh. No wonder abuse of these templates actually increased after the RfC, the opposite of the intended effect.

WP:Manual of Style § Block quotations calls for formatting block quotations using the {{Quote}} template (or the underlying <blockquote> HTML element).
